Sec 3 and Sec 4 of IPC already provide for punishing offences committed outside India, or offences committed on air crafts and vessels of India anywhere. Even a contraband consignment passing through India would violate Indian laws. One has to refer to the Apex Court's judgment in Meyer Hans George case under FERS 1948.
