OFFICE MEMORANDUM

Subject: Instructions regarding communications addressed to the Board-

It has been observed that several number of copies of a letter on the same subject addressed to Chairperson/Members, CBDT are being received in the Board from field officers through different modes such as dak, tax, e-mail etc. leading to multiple diarising of a single letter on the same subject and wastage of stationery. It is also observed that field officers are communicating with the Board Members by addressing letters to them by name even in matters which are general and routine, having no urgency or importance requiring personal attention of the Member. Often letters addressed to Chairperson are also being endorsed to all other Members of the Board irrespective of the subject and work allocation assigned to them leading to large scale wastage of paper.

Normally, no communication other than that of a classified nature or a demi-official letter, should be addressed to or marked to an officer by name, unless it is intended that the matter raised therein should receive his personal attention either because of its special nature, urgency or importance or because some ground has already been covered by personal discussions with him and he would be in a better position to deal with it. The importance of proper maintenance of decorum in written communications with Chairperson/Members of the Board cannot be overemphasised Moreover, no useful purpose is served by sending multiple copies of the same communication.

The undersigned has therefore been directed to request all the officers of the Income Tax Department to ensure that numerous copies of the same letter to the Board are minimised to conserve paper and save our trees.

This issues with the approval of Member (P&V), CBDT.
