How to enforce the provisions on the service provider located in NTT

Sir, i too wonder as to how the provisions can be enforced on the defaulting service providers located in non-taxable territory. Even Blocking the websites of the defaulting foreign service providers, is not a proper mechanism to follow the demand procedure complying PNJ and recover the dues thereafter.
