CBEC to notify GST jurisdictions separately for field formations: Chairperson

NEW DELHI, JUNE 11, 2017: THE CBEC recently issued three notifications relating to its reorganisation and fresh jurisdictions for its field formations. The effective date for the change is to be notified later. This change is to vest powers in the officers to take care of the legacy work of Central Excise and Service Tax as well as fresh Central Excise work in post-GST regime.
Going by the CBEC Chairperson's weekly communication, the same jurisdictions are to be notified for GST separately by invoking powers under the CGST Act, 2017. The Board's intent is that when GST comes into force, these new Central Excise and Service Tax jurisdictions will be co-terminus with the GST jurisdictions.
The Judicial Wing of the CBEC would soon indicate the revised composition of the Review Committees. The Chairperson has asked that existing files pending for review should be completed expeditiously so that no legal hurdle is encountered on account of review by the wrong committee. "Similarly, the Legal Wing will also intimate the Commissioners who will be competent to file counter affidavits, on account of the proposed revision in jurisdictions. When legal files are transferred to the new jurisdiction, it is the duty of the new respondent Commissioner to ensure that the cause titles and the address of communication are amended suitably so that no legal issues arise with respect to the same. Further, proposals for change in common adjudicating authorities consequent to the change in jurisdictions may be sent to the Board within a week from now, " she adds.
To allay the fear of her officers about June salary she has cautioned that the work relating to preparation of pay bills should be completed in the next few days so that there are no problems relating to disbursement of salaries for the month of June, 2017. A separate communication regarding the new Budgetary Authorities and the Heads of Office which will operate in the new formations will be issued shortly, she adds.
