CBEC puts officers in place for GST; DGRI officers given short shrift

NEW DELHI, JUNE 1, 2017: IN the wake of GST rollout, Central Board of Excise and Customs (CBEC) has issued promotion orders as well as AGT order for officers holding the rank of Principal Commissioners/Commissioners, vide office Order No. 78/2017 and 79/2017 whereby the officers have been posted to existing formations as well as the new formations created under upcoming GST regime.

Interestingly, the Board seems to be a little harsh on DGRI officers who have been given short shrift for reasons beyond their performance. Similar treatment seems to have been given even to some officers who have been moved out of DGCEI either on promotion or transfer ground.

The Member DO letter states that these posting orders were issued after considering the sanctioned strength and the formations which would be effective in the GST regime, as well as the restructuring of the existing Central Excise and Service Tax formations (including DOCEI and NACEN), as GST formations. The Board also accounted for the change in nomenclature, which will be effective from the date to be notified. 

The Board further stated that the footprints of DGCEI (to be renamed as DGGSTI), NACEN (to be renamed as NACIN) and DGTS had been increased through the creation of new zonal units, and so directed that the officers posted to these newly created formations be allowed to join at the respective stations so as to enable them to initiate the process of setting up the new zonal units. Moreover, the Board directed that all officers be directed to work towards the setting up of new formations which would be effective from a notified date. The Chief Commissioners were advised to monitor the aforementioned work closely and to accord it top priority.
