Digitalisation of APARs to speed up DPCs: CBEC Chairperson

NEW DELHI, MAY 08, 2017: IN her latest weekly communciation, the CBEC Chairperson has written that a proposal for 1988 batch for regularization as Commissioners has been sent to UPSC. She says that complete digitization of the annual performance appraisal procedure will substantially improve the timely completion of APARs and positively impact timely completion of DPCs. With respect to the APAR Module of SPARROW, which went online with effect from March 15, 2017, she has pointed out that till now 5030 APARs have been generated out of which 501 APARs have reached the Reviewing Authority and 643 APARs have been completed in all respects.
As far as migration of existing taxpayers to GST is concerned, as on 30th April, 2017, 87% of Central Excise (CE) assessees and 84% of Service Tax (ST) assessees have successfully migrated. These figures include CE/ST taxpayers who have migrated through State VAT. The window for GST enrolment on GSTN portal has been closed for now due to beta testing being conducted by GSTN. However, for assessees who have not yet migrated, the window will open again soon. She has requested all officers to provide assistance to such taxpayers who are yet to migrate so that they are in a ready position by the time the window for migration opens again.
She has stated that the DG, NACEN has requested all zones & states to draw up a GST refresher training plan to conduct refresher training on GST at the local level. NACEN has prepared a model refresher training module on GST along with standardized PPTs which will be useful in retraining the officers. She has requested that this training should conclude by middle of June, 2017. A weekly report may be sent to jurisdictional NACEN RTI which will help NACEN headquarters to prepare a national level MIS, she adds.
