CBDT lays emphasis on creation of assets by field formations

NEW DELHI, JAN 17, 2017: THE rising curve of rental expenditure seems to have earned wrinkles on the face of CBDT honchos. The problem has evidently got aggravated after the cadre-restructuring resulting in creation of posts in hundreds. With the Union of India laying more emphasis on curbing expenditure the CBDT has finally begun to think in terms of 'enduring benefits'.
In a formal communication to all the senior field officials, the CBDT Member, Ms Nishi Singh, has laid stress on creation of long-term asseets. The officials have been advised to first explore the option of purchasing building/part of building. Many of the PSUs are in the process of disposing of part of the land or building owned by them. The CCAs may therefore contact all the PSUs at the respective stations to ascertain the availability of land/building which could be purchased by the Department. It is only after such an exercise that the option of hiring of premises should be resorted to. Further, premises for RTI & other non-field offices can be taken slightly away from the main city centre where the prices of property/rent are relatively low. All future proposals may be sent accordingly.
Also, the work of construction of building on existing vacant pieces of land should be taken up in Mission Mode. The CCAs should also examine if in lieu of cost of construction some portion of land or buildings can be given to the Executing Agency so as to reduce the financial burden on the Government. CCAs should monitor the progress of proposals for construction of building on vacant pieces of land, on fortnightly basis and send monthly update to Directorate of Income tax (Infrastructure) by 10th of the following month.
