Sub: place of provision is at mercy of states

what the rules are, there are so many if and buts, that each of the states involved would be pulling and the assesses would be in litigation with more than one state on same transaction.

other thing, how the computer would understand when it is within state and when it is interstate with such cobweb of if and buts.

place of provision needs to be simplified.
